  9.   Whereas, on the twenty-second day of September, in the year of our        
  10. Lord one thousand eight hundred and sixty-two, a proclamation was           
  11. issued by the President of the United States, containing, among             
  12. other things, the following, to wit:                                        
  13.   "That on the first day of January, in the year of our Lord one            
  14. thousand eight hundred and sixty-three, all persons held as slaves          
  15. within any State, or designated part of a State, the people whereof         
  16. shall then be in rebellion against the United States, shall be then,        
  17. thenceforward, and forever free; and the Executive Government of the        
  18. United States, including the military and naval authority thereof,          
  19. will recognize and maintain the freedom of such persons, and will do        
  20. no act or acts to repress such persons, or any of them, in any efforts      
  21. they may make for their actual freedom.                                     
  22.   "That the Executive will, on the first day of January aforesaid,          
  23. by proclamation, designate the States and parts of States, if any,          
  24. in which the people thereof respectively, shall then be in rebellion        
  25. against the United States; and the fact that any State, or the              
  26. people thereof, shall on that day be in good faith represented in           
  27. the Congress of the United States by members chosen thereto at              
  28. elections wherein a majority of the qualified voters of such State          
  29. shall have participated, shall in the absence of strong countervailing      
  30. testimony, be deemed conclusive evidence that such State, and the           
  31. people thereof, are not then in rebellion against the United States."       
  32.   Now, therefore, I, Abraham Lincoln, President of the United               
  33. States, by virtue of the power in me vested as commander-in-chief of        
  34. the Army and Navy of the United States, in time of actual armed             
  35. rebellion against authority and government of the United States, and        
  36. as a fit and necessary war measure for suppressing said rebellion, do,      
  37. on this first day of January, in the year of our Lord one thousand          
  38. eight hundred and sixty-three, and in accordance with my purpose so to      
  39. do, publicly proclaimed for the full period of one hundred days from        
  40. the day first above mentioned, order and designate as the States and        
  41. parts of States wherein the people thereof, respectively, are this day      
  42. in rebellion against the United States, the following, to wit:              
  43.   Arkansas, Texas, Louisiana (except the parishes of St. Bernard,           
  44. Plaquemines, Jefferson, St. John, St. Charles, St. James, Ascension,        
  45. Assumption, Terrebonne, Lafourche, St. Mary, St. Martin, and                
  46. Orleans, including the city of New Orleans), Mississippi, Alabama,          
  47. Florida, Georgia, South Carolina, North Carolina, and Virginia (except      
  48. the forty-eight counties designated as West Virginia, and also the          
  49. counties of Berkley, Accomac, Northampton, Elizabeth City, York,            
  50. Princess Ann, and Norfolk, including the cities of Norfolk and              
  51. Portsmouth), and which excepted parts are, for the present, left            
  52. precisely as if this proclamation were not issued.                          
  53.   And by virtue of the power and for the purpose aforesaid, I do order      
  54. and declare that all persons held as slaves within said designated          
  55. States and parts of States are, and henceforward shall be, free; and        
  56. that the Executive government of the United States, including the           
  57. military and naval authorities thereof, will recognize and maintain         
  58. the freedom of said persons.                                                
  59.   And I hereby enjoin upon the people so declared to be free to             
  60. abstain from all violence, unless in necessary self-defence; and I          
  61. recommend to them that, in all cases when allowed, they labor               
  62. faithfully for reasonable wages.                                            
  63.   And I further declare and make known, that such persons of                
  64. suitable condition, will be received into the armed service of the          
  65. United States to garrison forts, positions, stations, and other             
  66. places, and to man vessels of all sorts in said service.                    
  67.   And upon this act, sincerely believed to be an act of justice,            
  68. warranted by the Constitution, upon military necessity, I invoke the        
  69. considerate judgment of mankind and the gracious favor of Almighty          
  70. God.                                                                        
  71.   In witness whereof, I have hereunto set my hand, and caused the seal      
  72. of the United States to be affixed.                                         
  73.   Done at the city of Washington, this first day of January, in the         
  74. year of our Lord one thousand eight hundred and sixty-three, and of         
  75. the Independence of the United States of America the eighty-seventh.
